Washington, D.C. – September 20, 2023 — In a significant move to bolster Ukraine’s defenses against invading Russian forces, U.S. President Joe Biden is set to announce a new military aid package worth hundreds of millions of dollars on Thursday. This announcement coincides with the one-day visit of Ukrainian President Volodymyr Zelenskyy to Washington, D.C., marking a pivotal moment in the ongoing crisis in Eastern Europe.

Strengthening Ukraine’s Defenses

The new military aid package is expected to provide Ukraine with additional capabilities to fortify its air defenses in preparation for what experts anticipate will be another harsh winter of Russian airstrikes targeting critical infrastructure. These capabilities will also assist Ukraine in its ongoing counteroffensive against Russian forces, encompassing artillery ammunition and anti-armor resources.

Exclusions from the Aid Package

While the package will incorporate equipment previously authorized by Congress, one notable omission is the ATACMS long-range missiles, which Ukraine has expressed a strong interest in obtaining from the United States. Reports suggest that these missiles will not be included in the new security assistance packag.

Bipartisan Support and Skepticism

Biden’s commitment to supporting Ukraine has been unwavering. He has called on both domestic and international leaders to stand with Ukraine in its time of need. However, some hard-right faction Republicans have voiced skepticism about the continuous allocation of American resources and military aid abroad.

Ongoing Conflict and Weapon Usage

The new aid package comes amidst the backdrop of ongoing hostilities in the region, with Russia persistently targeting Ukraine’s capital and unmanned aircraft launching attacks on Moscow. U.S. officials have denied any involvement of U.S.-made drones or munitions in the Moscow strikes, which have been attributed to Ukraine by the Kremlin, though Kyiv has not confirmed its responsibility.

U.S. Position on Weapon Usage

The Biden administration has maintained a clear stance that U.S.-made weapons should not be used for attacks within Russian territory. White House National Security Council spokesman John Kirby emphasized that the decisions regarding military actions ultimately rest with President Zelenskyy and his military commanders.

Ukrainian Response and Rejoicing

Ukrainian officials have celebrated recent drone attacks but have not officially claimed responsibility, consistent with their approach to previous attacks on Russian territory.

Comprehensive Military Assistance

The new aid package encompasses a wide range of munitions designed to enhance Ukraine’s air defense capabilities, including resources for Patriot missile batteries, High Mobility Artillery Rocket Systems (HIMARS), Avenger and Stinger air defense systems, mine-clearing equipment, anti-armor rounds, unguided Zuni aircraft rockets, night vision goggles, approximately 30 million rounds of small arms ammunition, and undisclosed quantities of other artillery rounds.

Biden’s Ongoing Support for Ukraine

This announcement follows Biden’s approval of a $300 million military aid package for Ukraine in May, which included Javelin anti-tank missiles, small arms, and ammunition. In August, he announced nearly $3 billion in additional military assistance, comprising anti-aircraft missiles, artillery, counter-drone defenses, and radar equipment. This aid represents the most substantial tranche of U.S. military support to Ukraine to date, bringing the total provided or pledged by the U.S. during the Biden administration to over $13 billion.

Countering Russian Aggression

Biden’s unwavering support for Ukraine serves as a key component of efforts to counter Russia’s aggression and prevent further escalation in the region. Concurrently, he has been urging European allies to intensify their sanctions and diplomatic pressure on Moscow. Additionally, the Biden administration is actively seeking dialogue with Russian President Vladimir Putin on issues related to strategic stability and arms control.

Zelenskyy’s Objectives in Washington

President Zelenskyy’s visit to Washington aims to strengthen the strategic partnership between Ukraine and the United States while advancing crucial reforms within Ukraine. He will also seek President Biden’s endorsement for Ukraine’s aspirations to join NATO and the European Union. Furthermore, he will seek support for a peace plan rooted in international law, emphasizing respect for Ukraine’s sovereignty and territorial integrity.

As President Zelenskyy engages with his American counterpart, the world watches closely, hopeful for diplomatic progress that can alleviate the tensions in Eastern Europe and pave the way for a peaceful resolution to the ongoing conflict.
